The Present Condition Of The County's Economic Development In HuBei And Its Countermeasure Research

As the old saying says, governing well the county insure the whole state stabilization. Improving and expanding the intra-county economies is the fundamental guideline of making the people and country affluent and as well the policy of governing and stabilizing the country. The Sixteenth National Congress of the Communist Party of China put forward the grand object of building a moderately prosperous society in all respects in the first twenty years of this century. It is an inspiring object, while also needs great efforts to be realized. At present, the average level of the intra-county is fairly low and its development is comparatively laggard, which will affect greatly the process of building a moderately prosperous society in all respects. Hence, the experts, scholars and all-leveled government pay importance on how to improve the intra-county economies and how to accelerate the improvement. In this article, the internal and external elements that restrict the ICE development are analyzed from the aspects of developing drive, basic establishment, developmental fund and market environment. this article also introduces the successful experience and solutions of advanced littoral ICE development. Combining it with Hu Bei actual situations, basing on the lopsided theory : growth pole theory, comparison advantages, competition advantage theory, continuable development theory and new-style industrialized road theory, the idea is posed that we should follow the policy of "a master three melts" in developing ICE, stress citilization, promote industrialization , bring along agricultural modernization.
