A Tentative Discussion On The Non-public Economy In The Process Of Marketization In China

For a long time , there is a kind of extreme view on the issue about ownership, which advocates only developing public-owned economy and rufusing to develop non-public economy.And the non-public economy is regarded as the opponent of the public-owned economy.In order to abolish this kind of wrong view , this text tries to proceed from the economic and marketization angle, under the guidance of the reporting about two " impregnable thoughts " in " 16th National Congress ", deeply analyse the role of the non-public economy acting among the marketization process ,and how to master the development of non-public economy in new period.Through the analysis,this text aims at stating that the socialist market economy of building the distinct Chinese characteristics,must be adhering to the position of the public-owned subject , consolidating the leading role of the public-owned economy under the prerequisite. Meanwhile,we should not ignore the development of non-public economy. We should unify the development of the two in the socialist modernization drive practice.This paper consists of five parts including preface and text. The first charter discusses the importance of developing the Non-public economy actively in the process of marketization from the point of theory. The second charter dissertates the necessity and significance of developing the Non-public economy vigorously by facts. The third charter expounds the deep-seated problems and barrier of developing the Non-public economy in the process of marketization. The third charter can be divided into three parts too. The first part examines the internal deficiency for its further development in Non-public economy, the second part discusses the institutional barrier caused by the running mechanism of market. The third part investigates the problems caused by imperfect in understanding for Non-public economy .The fourth charter based on above analysis provides some suggestions for the further development of Non-public economy in the process of marketization .
