Research On The Operation Of Urban Public Utilities Marketization

Public utilities are the fundamental industry. But the domestic utility market research has just started, so there is not yet an independent theoretical system. Based on the study of China's public utilities marketization reform practice and process, this article points out the misunderstanding of the marketization reform of public utilities. Western developed countries obtain remarkable results on the reform in public utilities.Based on the analysis of France, Britain, the United States and Japan on the basis of public utilities reform policy, this paper holds that in order to speed up the pace of the public utilities marketization, China must reform property rights system, while the introduction of market mechanisms, while the introduction of market mechanisms. In addition, China also needs a sound legal system and independent regulatory institutions to promote the deepening of China's utility market.Taking Yongzhou as an example, this paper uses empirical research methods to analyse it, by a large number of detailed data and materials, and sums up the general rules of public utilities reform, also probes the conversion of urban public utilities operation mechanism and the existing issues of urban sanitation sector reform, and put forwards according recommendations. This paper proposes many measures, strengthening the legal system, reforming the management system, promoting the reform of municipal public sector enterprises, and so on, to further deepening and developing the urban public utilities marketization.
