In the last decades of 20th century, with the development of finance innovation and the progress of globalization, the full-service banking operation has become the trend of international financial industry. After China's entering the WTO, its financial institutions were faced with severe challenges. Faced with the trend of full-service banking operation, whether our financial system should take on full-service banking operation and what pattern should we use are very important questions that deserve deep research. If we cannot solve these questions well, they will influence the competitive edge of our financial institutions.This paper starts with the theories of full-service banking operation, and introduces the concept and characteristics of the full-service banking operation. At the same time, we discuss asset specificity hypothesis, scale-economy and scope-economy theory, financial functional perspectives and hypothesis of financial system change concretely.Learns from the experiences of international practices, the paper points out that the full-service banking operation is inevitable. Through comparing the three main patterns of full-service banking system, we find that the financial holding company is the best pattern for China to build its full-service banking system.At the end of the paper, we analyze the concrete methods to build our financial holding company. Learning from the experiences of supervision in America and England, we give material advice on how to regulate financial holding companies in China, such as build "Firewall", set up the rules of entrance, set up risk preliminary alert system, evaluate capital adequacy.
