Our country has obtained great achievements in economy construction since 1978. While undoubtedly, many programs missed their anticipated goals. In this background, the article expands research on public expenditure of basic construction.Chapter 1, by the literature review, the author expounds the researches on this field, indicates issues to be discuss. Then, points out the path and the frame of this paper based on deep analysis.Chapter 2, the author defines the function of government in public basic construction expenditure, and clarifies the area, the scale and the inner structure.Chapter 3, the author discusses the management system of public basic construction expenditure.
