Performance Evaluation Of Basic Public Health Service Expenditure In A City Of Zhejiang Province

General Secretary Xi pointed out that to implement the strategy of healthy China,it is necessary to establish the basic medical and health system with Chinese characteristics,the medical security system and the high-quality and efficient medical and health service system in an all-round way.Basic public health services are one of them.In recent years,governments at all levels have been expanding the scope of basic public health services and increasing service funding year by year.How to evaluate the project more effectively and how to feedback the project implementation more comprehensively has become an important problem to be solved urgently.Expenditure performance evaluation is an effective measure of project performance recognized by governments at all levels.The main idea of this paper is to use analytic hierarchy process to construct the performance evaluation index of basic public health service expenditure based on the theoretical basis of public economics and health economics,and apply it to the actual situation of a city in Zhejiang Province,find out the problems in the work of basic public health service in this city,and put forward corresponding suggestions and measures.The first chapter is the introduction,which mainly elaborates the research background and significance of this topic.The second chapter elaborates the concept and theory of performance evaluation of expenditure on basic public health services.The third chapter is the focus of this paper,through theoretical methods to build performance evaluation indicators of basic public health services expenditure.Chapter IV is an empirical study of basic public health services in a city of Zhejiang Province to understand the current situation,existing problems and causes of the problems.Chapter V,according to the existing problems and causes,puts forward suggestions to improve the basic public health service capacity of the city.Chapter VI is the conclusion,which summarizes the main ideas and conclusions of this paper and the shortcomings.In this paper,when constructing the performance evaluation index of basic public health service expenditure,we first put forward the basic principles of construction,then clarify the basic methods of index construction and index empowerment,and empower a single index through analytic hierarchy process,then empower and verify the overall index,and establish a complete and specific overall evaluation index.Then,An Empirical Study on basic public health services in a city of Zhejiang Province is carried out.Firstly,the current situation of basic public health services in the city in 2018 is summarized.Then,according to the performance appraisal score assessed by experts,the performance evaluation index of basic public health services expenditure is used to verify the results,and the results are analyzed and verified.From the results,the organization and management of basic public health services projects in a city of Zhejiang Province are found.The main causes of these problems are inadequate system construction,inadequate assessment,loose organization and management,and inadequate basic conditions.Then it puts forward suggestions for further improvement from the aspects of system construction,organization and management,service level,software and hardware conditions.It is suggested that the city should introduce a unified document system,clarify its work responsibilities,strengthen system supervision and performance appraisal,strengthen personnel training and propaganda,consolidate the mass base,improve the construction of basic medical facilities,and effectively guarantee the basic medical needs of the masses.
