Study On The Change And Influence Of Suzhou Small-town Administrative Management System Under The View Of Urban And Rural Planning

After experiencing the rapid urbanization,Suzhou has been entering the new age of new urbanization,which is the important period that comprehensive coordinated,overall urban-rural and with the core idea of serving people.Small towns of Suzhou play an important role in the new urbanization,which are not only the epitaxial region to alleviate the pressure of a city,but also the important bridge of promoting development of urban and rural integration.Public service facilities of small towns as the safeguard of improving the quality of urbanization and people's living standard,how to realize scientific and healthy development of public service facilities of small towns to meet the need of fairness,effectiveness and sustainable development that the new urbanization requests is an urgent problem to be solved by small towns in Suzhou.This paper analyzes the actuality of public service facilities in small towns in Suzhou on the basis of in-depth research.On the one hand,field reconnaissance and the interviews with departments are conducted on the configuration of facilities.on the other hand,development policies and norms of public service facilities of small towns in Suzhou have been interpreted and sorted pointedly.Then,summarized the current situation and problems of public service facilities in small towns in Suzhou,and put forward the optimization countermeasures and suggestions in terms of policy guidance,planning,space layout,supply strategy,finance and economy,management and supervision aiming at the fairness,effectiveness and sustainability of the development of public service facilities of small towns.The optimization countermeasures and suggestions include overall regional development and integrated urban functional positioning,rigid elastic complement and strengthening the upper and lower linkage mechanism,adjusting the distribution of villages and towns and expanding the scopes of service,strengthening the consciousness of cost and the coordination of multivariate supply main bodies,improving financial and economy and guaranteeing public service expenditure,perfecting the supervision and management and promoting active participation of residents.
