In such a rapid development era of worldeconomy, Economic Globalization is the certain trend and distinguished character. This is the objective truth that can be felt by every country, and also the historical tide beyond dispute. Actually, Economic Globalization bases on modern information technology (IT), which changes the traditional communication mode between people and countries, and brings "distance vanishment and time condensation". The vanishment of distance presumes the intensification of competition, which, in Globalization Era, will make "international competition domesticalized and domestic competition internationalized". Thus in 21st century, economy competition is the competition of talents, the contest of Human Resources. The Human Resources is becoming the definitively part in comprehensive national power. With Economic Globalization and IT revolution, Human Resources are accelerated to flow more freely than before. Because of the serious lack of high-tech talents, it presents quite different specialties in the international talents competition. It strikes Chinese traditional talents policy, providing unprecedented opportunities to Human Resources development, putting forward higher requirements to the development and management of Human Resources.From Chinese reform in 1980s, there is great change in China's Human Resourcess strategy, including instructional method, the number of the talents, talents cultivation and Human Resources system innovation. All of these changes accelerate the country's GDP increase. Along with China joining WTO, deeply economic innovation and inland city opening, there are many new situations in domestic and international competition. Therefore, it is the ultimate strategy of Human Resources competition to improve and optimize the social environment. Renovating concept, creating healthy systems environments, optimizing live circumstance is the only way to gain advantage in the talents competition.In this book, firstly, it expounds generally on the definition, connotation and character of Economic Globalization and Human Resourcess and so on. Secondly,starting with the influence that Economy Globalization brings on the Human Resources, basing on the status quo of China Human Resourcess and combining the specialties of Human Resourcess international competition in every country, the author analyzes the opportunities and challenges that China Human Resourcess development and management is facing on the background of Economic Globalization. It does serious research and discussion on the China Human Resourcess circumstance's construction and optimization.
