This paper proved the key function of the human resources development in forming the trans—corporations' competitive advantage. Take this as the foundation, we comparatively analysis the factors which will influence the human resources development behavior of America and Japanese trans—corporations in China and the development behavior. Summarizes their success experiences, and unified our trans — corporations' characteristics, proposed the basic mentality of our trans—corporations' human resources development.Because American and Japanese environment exist many differences, also they differ in the direct investment characteristics in China. Which influence the human resources development behavior of America and Japanese trans — corporations in China, causes the differences. So, in this article, we first analysis the main factors, and we discovered their cultural environment, the investment motive, the management strategy and the transnational management stage all have some differences. All of these differences made their talents' recruitment, train and develop , performance management and salary plan appear the different characteristics. Its embody in following: Positive talent's localization of American trans—corporations make them have obvious persons' advantage, its relaxed cultural environment and wide personal development space have attracted numerous outstanding high-quality talents, Japanese trans—corporations conservative native strategy make their incorporate degree not good enough whole their just relatively, its attention of gift skill and qualifications and records of service lets a lot of outstanding talents hang back; American trans — corporations' appraise system improving its working efficiency while make their team spirit baffle and personal low state of morale to personal performance of index, Japanese trans — corporations strengthen the team spirit because of the the performance; American trans—corporations have stronger long-term encouragement function because they raise the salary main depend on achievement, and Japanese trans—corporations guarantee relative stabilities of staff because they raise the salary depend on qualifications and records of service. But it has resulted in the reduction of encouraging function.To the above similarities and differences, this text summarizes its successful experience and put forward the suggestion to the human resources development of ourtrans-corporations, the preliminary mentality as follows: First, carry on abundant culture to prepare, the construction of the coordination of including culture and enterprise's idea ; Second, set up more research and development organization; Third, increases the human resources investment dynamics, cultivates the outstanding internationalization talented person; Fourth, design the reasonable salary plan, encourage outstanding talents; Fifth, offer the wide personal development space, keep key talents here.
