The coal industry shoulders an important historical mission which keeps the development of national economic,talents construction is the key to ensure the sustainable and sound development of coal corporation,carrying out the research of human resources development and management has a great significance of mobilizing the enthusiasm of employees,promoting the building of talents team and achieving the sustainable and sound development of coal corporation.This paper bases on the actual characteristics of human resources of Dahuangshan Yuxin Coal Industry Corporation Limited,through statistical analysis,ordered Probit model and other methods,the human resource development and management of the corporation is diagnosed,analyzing the existing problems and the deep reasons,in order to build a high-quality talent team and ensure the sustainable safety development of the corporation,the countermeasures and suggestions of standardizing the human resources development and management are put forward.The statistical analysis shows that the structure of gender and age on human resources is unreasonable,cultural degree is generally low,the management of personnel information is laggard,and there is lack in professional and skillful personnel.Human resources development and management can be summed up six system,recruitment and selection,training and development,performance appraisal,compensation management,and labor relations management,this paper through combining stratified sampling and random sampling,diagnosing the human resources development and management system with 210 samples,and the results show that the human resource planning does not match corporation development strategy,recruitment channel is single,promotion channel is impeded,training development lags behind,performance appraisal system is imperfect,the compensation management lacks of incentive and labor relations management system merely becomes a formality.Establishing ordered Probit model to analyze the reasons for the issues of human resources development and management,it is found that the main reasons which cause the low efficiency of human resources development and management of Dahuangshan Yuxin Coal Industry Corporation Limited are the overall low quality of human resources,irrational structure of human resources,the weakness of resources development and management knowledge,outdated concepts,unsound of human resource development and management system design,pool execution of the human resource development and management system,inadequate of human resource development and management system implementation and not match between corporate culture and human resource development and management work and so on.Finally,based on the structure of human resources of the corporation,human resources development and management system and corporate culture consciousness,the article proposes the relevant suggestions that human resource development and management is to be regulated and the efficiency of human resource development and management is to be improved.In this paper,through research on human resources development and management of Dahuangshan Yuxin Coal Industry Corporation Limited,it has important guiding significance for standardizing the human resources development and management work and improving the efficiency of human resource development and management.
