Study On Establishing The Knowledge Innovation Terrace In Jilin Province

In the circumstances of Knowledge-based Economy, the knowledge innovation is becoming one of the fundamentally impetus for regional economy advancement. In order to get all resources together and promote knowledge innovation activities effectively, the experts in Jilin Province discuss the problem continuously and result in the study on establishing the knowledge innovation terrace in Jilin Province. According the regional characteristics of JiLin Province and its requirement in knowledge innovation I focus on the project by using the theories and methods of relative subjects. The research and discussion of this paper can be divided into four parts as the following: theoretical study on establishing the knowledge innovation terrace in Jilin, analysis on the current situation of knowledge innovation in Jilin, the whole compose of the terrace establishment, the establishing scheme and operating mechanism of the terrace.1. Theoretical Study on the Terrace EstablishmentThe theoretical study in this paper includes three parts: the knowledge innovation theory, the regional innovation system theory, the knowledge management theory. Firstly, the definition of knowledge innovation, its characteristics and mechanism are considered. Secondly, from the origin and development of regional innovation system we discuss its composed elements and its characteristics and functions carefully. Thirdly, we get the essential of knowledge management by studying its definitions, then we understand the practical course of knowledge management through the"Knowledge Ba"and we also divide the knowledge management technologies in several groups according their functions and characteristics.2. Analysis on the Current Situation of Knowledge Innovation in JilinThe knowledge innovation capacity of Jilin has greatly improved recently. We conclude as the following four aspects, the strength and improvement of the scientific research system, the innovation capacity of colleges and research organizations, the knowledge innovation service system and the industry-university research cooperation. But the innovational capacity of Jilin is not completely exerted and many problems still exist, such as the supply and require of innovation can't meet mutually, innovational resources distribute unequally and the environment of innovation is not satisfying. That's why the terrace is necessity to establish in Jilin.3. Whole Compose of the Terrace EstablishmentOn the basis of the theoretical and practical study, I think the definition of knowledge innovation terrace is a public establishment or organization which makes some factors shared such as knowledge, information, technology, human resources and policies; as a result the above factors are obtained and shared easily. To establish the terrace must insist there principles which are coupling, opening, controlling and leading, localizing. Then I point out the terrace should have three functions which are knowledge innovation, knowledge shared, management and service. The structure of the terrace is particularly discussed include the innovational bodies and guaranteed systems. The terrace is composed by four innovational bodies and five guarantee systems. Through spinning one another the colleges, research organizations, corporations, government and agencies which are considered as the innovational bodies are made up of an organism. By the support of the five guaranteed systems which are knowledge management system, government management system, agency system, information guaranteed system and condition sustainable system. Sustained by knowledge management system the colleges and research organizations take the main actions of knowledge innovation. Enterprise is an industrialization place. The government control and support the terrace by the government management system. The agency as the bridge and ligament for the terrace exerts by the agency system. The information guaranteed system and condition sustainable system provide the terrace with human resources, policies and innovational culture.4. Establishing Scheme and Operating MechanismThe terrace is a safety and stable information system which based on the internet and opened to the public and by which the users can communicate with each others, share the data. It has statistics, query, management and issuance functions by adopting the advanced network and software. I think the terrace is composed by four main functional models as the following. Firstly, the management model is for the basic run; secondly, the basic R&D model manages the research activities and conform the innovational resources; thirdly, the shared model promote to spread and communicate the knowledge; fourthly, the industrialization model make the innovational results industrialized. At last, in order to run the terrace successfully I give out its operating mechanisms which are the innovational mechanism, the venture investment mechanism, the management mechanism and the industry-university-research cooperation mechanism.
