Study On The Quality Safety Control System Of Farm Product In Shandong Province

The quality safety of farm product is the foundation of nation exist, the guarantee of nation prosperity, and the important part of National Food Safety Management. It concerns the health and life safety of people, the development of economy and stabilization of society, and the reputation of government and nation. Following population, resource, and environment, the quality safety of farm product has become the fourth biggest social problems in the word at present. It is urgent that we take the arduous task of establishing new control system for the quality safety of farm product due to its severe status. This paper presented the development of the theory on quality management, discussed the basis on which the control system of the quality safety of farm product is to be established, and put forward a goal of controlling the quality safety of farm product focusing on the present demand status in China. According to the requirement of the goal, the abroad experiences and lessons, and the system concept of "from farm to table", we used the thought of HACCP (Hazard Analysis and Critical Control Point) to put forward the new system's purpose, principles, thought, direction and measures, and to establish a national uniform control system for the quality safety of farm product by hazard analysis, law enforcement and critical control. The national uniform control system was scientific, dynamic, and great efficient. It was founded on the scientific hazard analysis and evaluation of the quality safety of farm product; guaranteed by law and rule; supported by standard and technology; tested by prevention and measuring system; standardized by certification and accreditation system; and served by market safety information. Finally, contrasting the new national control system for the quality safety of farm product, and considering the status and restrict factors of the quality safety of farm product as well as the requirements of agriculture development in Shandong province, we presented the status and problems about the control system for the quality safety of farm product in Shandong at present, and put forward the tactic and countermeasure for the control system of the quality safety of farm product in Shandong.
