Power plant is an industry in which knowledge, technology and capital are highly integrated. It plays an important role in the state-owned economy. Technology upgrades faster and faster as the power industry develops. And it commands high qualified personnel, especially high qualified middle-level production manager group, which is a necessary factor for a power plant to meet the challenge of the market.The middle-level production managers which occupy 2-4% of the whole staff are in the varied departments of the power plant. They should execute scientifically the decision made by the high manager, while lead the employees to finish varied tasks efficiently. They are the bridge connecting the ups and the lowers, and perform the key role in execution and management upgrading. They are the core to make sure the security, economic and reliable performance of the power plant. But the current situation of performance management of the middle level production manager is not satisfied in the power plant. It lacks of effective performance management and check-up way.So, the study of performance competence of middle level production manager in the power plant is of momentous current significance. It may help to find an effective way to enhance the management of human resource and middle-level manager in the power plant. It may also help to select and cultivate the cadre.This article is written under the guidance of the performance management(performance competence) theory, uses case analyzing method, analyzes thecharacter of both the power plant and the middle level production manager and thesituation of current performance management. It combines key performance criterionmethod, job competence assessment method, case interview method, and performancecompetence theory which was raised by US scholar McClelland in 70' . The article'provides a performance management model for middle level production managerposition management, personnel selection, training, career designing, performancemanagement and salary management.This article introduces some points which needs to be taken care of while using the middle level production manager performance competence model at the end, and also points out some insufficient areas in this study.
