Along with continuously quick development of national economic, urbanization level increases obviously. But it brings the negative effect. Construction the urban rail transit systems has become the priority program for many countries. In our country the construction of URT has been in the rapid development phase, a large amount of investment is needed. By far, the government and local government mainly perform the construction and management of URT. Some difficult positions, such as short of funds, slow on speed, are confronted.Firstly, the paper focuses on solving the problems such as deficit in business and difficult in financing, analyses the production of some countries. then Uses the relevant content of economics and management theories, starts with the economic attributes, makes some research in several aspects of URT.Secondly, the management rules are analyzed deeply in two points: the relationship of ownership and management. Then analyses two modes of raising funds: raised by government and by market.Thirdly, theoretically the paper analyses the beneficiaries from the urban transit development benefits, on this basis, we used overseas basics theories as reference for the quantificational calculation of urban rail transit development benefits. Based on the property value method, we generally expound and conclude the quantificational calculation. Further, we analysis the impact on the land price (or real estate price ) along the lines.Finally, on referring to the building and operating mode of URT projects of Hongkong and Japan, this paper puts forward the operating mode of integrative development between urban rail transit and land resource, carries out the theoretic research on four aspects, such as planning, management rules, development methods and law .
