In order to adapt itself to the trend of the development of world's oil economy andmeet the needs of the development of China national oil industry, China NationalOffshore Oil Corporation (CNOOC) benefits from the successful experience inmultinational business operation of world's large oil corporations, and has put forwardthe strategy of multinational business operation in the "Ninth Five" plan.On the basis of the analysis of China oil safety and the basic policy of China oilindustry development, the thesis points that entering the abroad markets on their owninitiative is the purpose of founding national oil companies. In the thesis, the necessityfor CNOOC to implement multinational business operation strategy is discussed fromthree aspects. By analyzing the external environment and its advantage, the feasibilityfor CNOOC to implement multinational business operation strategy is discussed.Then with examining the global investing environment and the specific conditionof CNOOC, and referring the best practice and lessons learn from foreign oilcompanies, the later parts of the thesis analyze its executive procedure in themultinational business operation and market strategy of direct investment abroad, andtactics of marketing foreign projects contract as well as other countermeasures aboutorganizational structure, human resource management, enterprise culture. Opinions andsuggestions of the writer are presented in each relevant chapter.By analyzing and discussing the necessity, environment, strategy selecting andother issues for CNOOC to implement multinational business operation strategy, theconclusion and suggestion are valuable for CNOOC to implement multinationalbusiness operation strategy in the future.
