Many countries have established science parks as part of a strategy topromote technology transfer and develop high-technology industries. Aftermore than ten years' development, science parks play a major role in thedevelopment of high-technology industry in China. In order to sustain soundgrowth, science parks have to regard seriously and solve the following problems,such as lack of leading industries, low economic growth quality, and fiercecompetence among different kinds of industry districts.The research target of this paper is to find the development strategy ofTianjing Hi-tech Industry Park(THIP) when she is facing both opportunities andchallenges. Through thorough analysis of statistical data, the author has aninsight into the nature of the development status of THIP. Panel Data(FixedEffect) model is used to study the TFP(Total Factor Productivity) growth ofTHIP between 1998 and 2002 based on the firm-level statistical data, so as toevaluate the contribution degree of technology innovation and investment toeconomic development, respectively. SWOT analytical frame is used toinvestigate the opportunities and challenges the THIP is confronting. Finally,the development strategy of THIP is presented by integrating the above researchconclusions and principles of Regional Economics. The excellence of this paperis that Panel Data model is used to study the TFP(Total Factor Productivity)growth of THIP. Furthermore, the mining of statistical data is done deeply.I find that there is no obvious TFP growth of THIP between 1998 and 2002,so the prominent force to drive economic development in THIP was investment.Moreover such situation will not change in a short period of time. It can beinferred that investment promotion should keep its dominant role in the futuredevelopment of THIP. The development strategies of THIP are: seizing theopportunities of the knowledge economy and the adjustment of global industrystructure, promoting investment, stressing the formation of industry clusters ofthe green energy, equipment manufacturing, IT and knowledge-intensive servicesectors, further conglomerating factors such as talents, technology, and capital,etc., improving business capabilities of technology innovation, and insisting onthe appropriate development path.
