As the most important resources in companies, human resourcesdetermine the future of the enterprises. Therefore, an effective HR mechanismis very essential for an enterprise, through which human resources can be wellmanaged and motivated to create more value for enterprises. Since domesticoil companies have been under the effect of planed economy for a very longtime and a lot of remnant issues need to be solved, the reform of the incentivemechanism is relatively slow and still has a long way to go compared withforeign companies.The paper starts with an introduction to the general situation of theexploration and production in Huabei oilfield, and the current status of thehuman resources management. Then it elaborates some representativetheoretical incentive models and uses these models to analyze all kinds ofproblems that would be encountered. Next, the paper identifies the features ofthe incentive mechanism of Huabei oilfield and the gap between thismechanism and those of foreign companies of the same kind based on theproduction and operation properties, internal and external environmentfeatures and evolvement process of Huabei oilfield. Last, the paper gives acase analysis of the incentive mode of the recovery factories of Huabeioilfield.The paper combines theory, model, methods and the production reality ofthe oilfield in the research. It is proved by a real case that the incentive systemis feasible and effective in motivating human resources.
