"The twelfth five-year science and technology development plan outline" which formulated by China petroleum and chemical industry federation of the oil and chemical industry pointed out that the development trend of oil and chemical industry is to promote energy conservation and emissions reduction, as well as green low carbon development. Petroleum enterprise as a petroleum and chemical industry of the typical representative of high energy consumption high pollution, is also bound to green, low carbon development way transformation. This plan pointed out that it is one of the important measures should be taken by further strengthening personnel training and constructing high quality human resource troop which adapt to the green, low carbon development model The purpose of this study is to starts with the basic elements of "people",and explore petroleum enterprise how to build green petroleum enterprise human resource management model to solve the production and business operation activities in various "non-green, non-low carbon, unharmonious", promote the petroleum enterprise production and business operation activities of greening, eventually push petroleum enterprise from the traditional "high input, high consumption, high pollution" of the extensive growth to the "low carbon, green and harmonious" intensive growth while facing "green, low carbon and harmonious" trend of social economy development.This paper studied the green petroleum enterprise human resource management model by using literature analysis, questionnaire investigation, method of game theory etc.,and specific mainly from the following several aspects:First of all, this dissertation studied the history of the human resource management theory development path from the perspective of social and economic development, analyzed the trend of the human resource management theory development of under knowledge economy times which characterized by "green, low carbon"; and is given the general concept of green human resource management based on the theory of sustainable development, low carbon economy theory, human resource management theory, human resource ecosystem theory, green economy theory etc, then analyzing the connotation and characteristics,as well as Implementing ideas of green human resource management.Secondly, this dissertation analyzed petroleum enterprise human resource management specialty based on the production characteristics and human resource management’s history and current situation of petroleum enterprise; defined the concept of petroleum enterprise green human resource management with the characteristics of petroleum enterprise’s production and particularity of human resource management on the basis of the generalized green human resource management theory; expounded the connotation and characteristics of green petroleum enterprise human resource management, as well as the general idea of implementing green human resource management in petroleum enterprise.Then, this dissertation defined the green petroleum enterprise human resource management mode based on the basis of related research about human resource management mode at home and abroad; selected eight major factors which affected oil enterprise human resource management mode by empirical analysis combined with questionnaire survey, and lay the foundation for building green petroleum enterprise human resource management mode.Again, on the basis of the concept of green petroleum enterprise human resource managemen, this dissertation builded power transmission mechanism of green petroleum enterprise human resource management, and then constructed the green petroleum enterprise human resource management mode combined with green petroleum enterprise human resource management methods and aims, and then analyzed problems on implementing of petroleum enterprise green human resources management mode.And, using the game theory model, this dissertation discussed the interests game among government, the petroleum enterprises and the social public, described the ideal state that can promote petroleum enterprises actively to apply petroleum enterprises green human resource management mode. Based on the equilibrium conditions of the ideal state of the game, this dissertation discussed the path and the exit condition of the support and supervision from government and the social public mode.Finally, based on the analysis of the related problems in implementation of petroleum enterprises green human resources management mode and corresponding ideal conditions from the game analysis, this dissertation proposed concrete measures which can safeguard petroleum enterprises actively to implement to petroleum enterprises human resource management mode from three aspects including government, petroleum enterprises, public.This dissertation showed that the origin and development of human resources management theory and the evolution of social and economic development mode and development are closely related, and green human resources management is proposed in accordance with the current social and economic development trend which characterized by "green, low carbon and harmonious". This dissertation also showed petroleum enterprises green human resource management model can help to solve various "not green, low carbon, harmony" problems in production and operation activities, and then push the petroleum enterprises on the path of sustainable development,also ensure national energy security and the sustainable development of social economy.
