With China's accession to the world trade organization and the process of global economic integration accelerate, human resources management in enterprise management position and function of increasing, while using employees incentive mechanism to improve enterprise core competitiveness of enterprises of our country has become necessary choice. For China's oil industry, petroleum enterprise is established in the planned economy, has the characteristic of planned economy. As a large state-owned enterprises, the original incentive mechanism in a certain extent, hampered the development of enterprise. We discussed and summarized the characteristics of talent incentive mechanism, and based on the extended model, actively explore for petroleum enterprise and even the entire oil industry personnel incentive mechanism, characteristics of the promotion.This paper firstly incentive theory and incentive mechanism, and a brief overview of the western incentive theory research and practice. Then our enterprise incentive mechanism is analyzed and the empirical, on the basis of enterprise employees find problem, puts forward the incentive mechanism of incentive mechanism of perfecting suggestion. The paper analyses the importance of talent incentive mechanism and the influence factors, the paper mainly discusses the ways and measures of talent incentive, puts forward the material and spiritual, because of the person different, because sometimes equal vision, effective training and survival of incentive measures, suggest establishing and implementing the runway, multi-level more incentive mechanism, full consideration of the employees, individual differences between encouragement; thus full arouse the enthusiasm and creativity of talents, enhance the cohesive affinity of the enterprise and competitiveness.
