ZL Corporation, which was founded in 1995, specializes in Researching &Developing, manufacturing, distributing as well as service consulting & technology ofsupermarket facilities. With the rapid growth in the business performance, the policy –maker of the company has decided to undertake the performance –efficiencyManagement System (PEMS) to better adapt to the changing external environment &the increasingly heated competition in markets, to fulfill the company's internalreforming need, and to incentive the enthusiasm & motivation to achieve the goals aswell as to improve the work efficiency. Nevertheless, during the undertaking process,several problems aroused by the overdue trivial specific tools used in the rating ofperformance are identified, such as the great discrimination between the targetedproject & the actual circumstance in the company;the supervisor's unsuccessfulmastery of the rating system & approaches that leads the staff to concentrate on Short–term performance in the whole organization, which results in failure ofaccomplishing both the individual & the mutual goals. Thus, with efficiency, thecompany keeps adopting the advice and suggestions proposed by the stuff. Aftercontinual revising and modifying, the enterprise has successfully built up a system ofinstitutional, processing documents as well as additional applied materials in order tosecure the effective and efficient performing of the PEMS. The process of managingis the non –stopping evolving process of the PEMS, in which managers hardly makeany sense without the attention to the staff's performance with efficiency, not tomention the senior management with effectiveness and high –efficiency. Only if themanagers perceive the rules they play in the PEMS can breakthroughs in thecompany's HR be made, and the core –competitiveness of the company built up. Thisdemands managers'role. Therefore, managing staff ought to study PEMS with greatattention in order to improve their managerial techniques and to better supervise theworking staff as well as their performance, with clear targets. Only through this canmanagers realize the surpassing goals and step into the upper stage of enterprises'management.
