Petroleum and petrochemical processing industry is the production and processing of crude oil for further diversification, it is an important part of petroleum industry. The prosperity of the petroleum processing industry is directly related to the prosperity of the petrochemical industry. For the majority of investors, clear and comprehensive grasp of the investment company’s related financial performance information will significantly reduce the need to bear the investment risk; to direct management personnel in the enterprise, the performance level reflects on the stage of the work can provide the current production and operation risk, based on the above considerations, this paper choose a representative of the oil processing enterprises in Daqing branch of Limited by Share Ltd(hereinafter referred to as Daqing branch) designated as research object, to supplement its existing performance evaluation system of quantitative evaluation to construct a set of methods based on Data Envelopment Analysis(DEA method) for the quantitative evaluation of financial performance evaluation system, and and before to be combined, fundamentally help enterprise stakeholders to better grasp the business development of enterprises.Daqing Huake financial performance research was first carried out in this paper, and from the discovery of the key indicator method(KPI) method belongs to the micro performance evaluation, can not fully meet the requirements of the integrity of the financial performance evaluation. So committed to supplement to construct a macro performance evaluation system, 21 financial indicators were chosen as the starting point of the study, factors are extracted by factor analysis method, used to extract the common factor of DEA input and output efficiency evaluation, so as to lay a foundation for the next application of performance evaluation system.Put 14 years data of Daqing Huake and industry data into the DEA model to calculate and draw the comprehensive efficiency, technical efficiency and scale efficiency, we get vertical performance ranking and the 2013 oil processing industry’s horizontal ranking. Finally, according to the results from the evaluation of the efficiency of the value of the projection, the sensitivity of the three point of view, the relevant recommendations.
