This thesis is intended to research the related factors involved in China civilaviation air traffic control and to put forward to the corresponding countermeasuresfor the safety system establishment based on the elementary principle SHELL modethrough opening out the basic status of China civil aviation air traffic control system.First of all, it has a brief presence for the general situation of our civil aviation airtraffic control and introduced basic mode usage in studying the civil aviation airtraffic control, as well as making analysis of factor distribution, analysis of mainfactors and safety bottleneck for controlling unsafe matters.The thesis also making analysis of three main factors affecting on airsafety-life&life,life&hardware and life&environment facer.The result is from the analysis of subjective and external facters of air trafficcontroller and study team resource management .As a result of analysis of the factors of air traffic control equipment and itsbottleneck facters as well as of study important issue of air traffic control radar, ascientific research innovation conclusion is summited.A new theory innovation result is bring forward from the analysis of factors of airtraffic controller environment and study of air traffic control safety culture.Finally, based on the above analysis and research, a series of countermeasuresconsolidated on building up system of civil aviation air traffic control safety system in5 aspects of human resource, technology application, safety culture, infrustructure,and rules & regulations.The importance of the thesis is taking out 3 research findings that are significantto air traffic control safety by research of air traffic human factors and one of theresearch findings is the same as the new promulgated national standard of CAAC.
