Research On Rural Highway Traffic Safety Evaluation And Management Countermeasures In Mountainous Area

Recent years, the construction of rural roads in China has got great achievement. However, while the rural road construction have been enhanced, traffic safety facilities and traffic safety management are ignored, which has led to frequent traffic accidents and a lot of casualties and property loss. This has made bad influence on the social production.This paper analyze the regulation of traffic accidents, concludes the existing problems of safety management in rural area by taking investigation and research. From four aspects of human, passenger traffic, road conditions, and safety management, this paper finds out poor road alignment and a lack of safety facilities not the only cause of traffic accident in rural area, but being short of safety conscience, vehicles'safety performance, and management the chief ones.Meanwhile, base on the current situation of lack of funds in building rural roads, the paper proposes a judging index of dangerous sections in rural area, establishes a safety evaluation method for rural roads through weighted analysis, and presents a safety level evaluation standard, in order to provide technical support to better improve the safety facilities in dangerous sections in rural roads.At last, in the respect of management, the paper puts forward such proactive road safety management countermeasures as developing traffic safety education, building traffic safety management system, advancing the construction of enforcement team, improving passengers policy making and management system, formulating investigation mechanism in dangerous sections, and constructing first aid systems.
