Liaoning province is one of the most important old industrial bases, which have made great contributions to our national economy development, however, facing to manifold changes of opening reform policy and great impact from southeast coastline new-bone industry development, state-owned business enterprises are loaded on heavy historical burden and have the guild specialty, with which they have appeared series of problems that have make essential effects on Liaoning good development with new background. Recently, it is vital to accelerate Liaoning economy development by introducing foreign direct investment to reform state-owned business enterprise and liquidize remnant state assets. Since opening reform policy, with the increasing capacity of attracting foreign direct investment, Liaoning has been paid much more attention by foreign enterprises with its special priority, however, as a relatively falling-back old industrial base, the dimensions and qualities of attracting foreign enterprise capacity can not compare to other provinces with much greater capacity of it, even for the province itself, the development can not be satisfied. It is essential for state-owned business enterprise to develop by measures of learning from southeast coastline provinces, finding out advantages and disadvantages of attracting foreign direct investment, and strengthening the capacity of it.This dissertation being on the basis of analyzing the status quo of Liaoning province utilizing foreign direct investment compares with southeast coastline provinces in environments of investment, combines methods of qualitative and quantitative analysis, concludes the advantages and disadvantages of the province, and puts forwards some advices for the purpose of making good use of foreign direct investment in the future.
