To use the foreign direct investment (That is also called FDI) to develop the national economy has become one of the basic policies of developing countries. The foreign direct investment not only alleviates the shortage of capital in the economic development, but also brings the advanced technology, knowledge and management experience.Since the policy of reform and opening up in 1978, china has actively builded the market system, strived to improve the investment environment to attract foreign direct investment. And up to now, she has achieved considerable results. By the end of 2004, China's total foreign direct investment has amounted to more than 500 billion U.S. dollars, accounting for 10% of global foreign direct investment, accounting for 30% of the emerging countries and regions. Especially after the 1990s, with a vast market and developing potential and the accession to WTO, the foreign investment has favored China better than before.The amount of foreign investment has showed a steep rise. In 1993 the rank to attract foreign direct investment is first in the developing countries, but second in the world after the United States. But in 2002 the China's absorption amount of foreign direct investment amounted to 52.7 billion U.S. dollars, from this year China has preponderated over the United States as the biggest country in the world. The foreign capital inflows have increased the gross national output, the exports, the taxation and the social employment, the national income and also enhanced the market competitiveness of domestic enterprises.
