USCC was created on October 30, 2000;its purpose is "to monitor, investigate,and submit to congress an annual report on the national security implications of thebilateral trade and economic relationship between the US and the PRC, and to providerecommendations, where appropriate, to Congress for legislative and administrativeaction". USCC advocated "China threaten theory" and always urged US governmentto take tough policies towards China, which could be easily found in its three AnnualReports which were submitted to US congress since 2002.It is said that the trend of the relationship between US and China will be goodafter the reappointment of Bush, in fact, US government began to be tougher towardsChina, and "China threaten theory" emerged again. It proved that USCC obviouslytook an important part in US congress and government's policies making progress.In the first part of this paper, there will be a detailed introduction to USCC. Nextis the overall review of USCC's Annual Reports and their influences on policiesmaking process of US government which towards China. At the end are thecountermeasurements to USCC's negative influences on the relationship between USand China.
