Beijing Headquarters Economy Development Research

In recent years, the domestic large-scale industry groups, especially some well-known privately operated enterprises have a common phenomenon that they move their headquarters to the central cities or provincial capital cities in China. On the other hand, in the central cities like Beijing and Shanghai, the manufacture enterprises once located in the urban central region, put their production and processing base to the suburb or even peripheral other cities, but keep their departments of R&D, sale, capital raising, strategic management and so on staying at the original place. Besides the enterprise headquarters "moving the capital" and the enterprises of central cities "separating into two" movement in Chinese scope, the migration of multinational corporation's headquarters also have been paid so much attention recently. The phenomenon pointed above is not accidental, tracking down inevitable regularity behind it, we can use "the headquarters economy", a new economic form, to gave summary and explanation by theory.As the place of origin, Beijing, in 2004 wrote "headquarters economy" into the government working report. While the "headquarters economy" was spreading in Beijing even all China, it is necessary to calm down for thinking: there are some misunderstanding with the concept of "headquarters economy". On one hand consider the "headquarters economy" as the same of "headquarters real estate", taking advantage of "headquarters economy" as one method of getting private benefits;On the other hand, understand the development of the" headquarters economy" too simple, the gathering of headquarters needs specific environmental condition. Some cities do not have the condition of developing headquarters economy currently, they still proposed the " headquarters economy" development strategy. This development in blind wasted a lot of human, wealth and resources of society.This paper is based on an actual question that what kinds of city is suit for developing the headquarters economy. In the foundation of theory, explores the environmental condition of developing headquarters economy in city. According to the designing principle of target system, sets up a new evaluation system for city developing headquarters economy.In the research technique, the paper uses the factor analysis method to obtain theranking of Chinese 34 cities in environment of developing the headquarters economy, has its originality. Meanwhile, the paper uses the sum of the variance contribution of each factor as the weight of the factor, which can avoid the subjectivity of expert appraising for obtaining weights.While Beijing in the national scope raised the flag of developing headquarters economy firstly , In the scope of Beijing , different districts also have a fierce contest of headquarters resource. Basing on the history characteristic and developing situation of each district, combining with theory, at the angle of elements for developing headquarters economy, the paper designs a target system to make a contrast analysis for resource holding and get the function localization of each district.In the research technique, the paper uses the corresponding analysis method. This analysis method can show the discrepancy of environment and resource holding of each district in Beijing intuitionally, as a quantitative evidence of district function localization, has its originality.
