Headquarters economy as an effective method of optimal allocation of resources, makes the optimal spatial coupling between enterprise value chain and regional resource by making the headquarters of corporations in urban centers and the manufacturing base in low-cost surrouding areas.Headquarters economy will not only help enterprises reduce the production costs and increase operating income, but also has a far-reaching significance on the development of headquarters economy. As a new form of economic, headquarters economy’s tax contributions effects, consumer pulling effect, the employment contribution effect, industry multiplier effects and effects of social capital, have become the improve the regional innovation, and drive the development in surrouding areas. The development of headquarters economy has been related to the overall competitiveness level of a region.Currently Beijing, Shanghai, Shenzhen, Guangzhou, Hangzhou and other cities in many domestic areas are using the unique advantages of resources and industry features to develop headquarters economy, and have achieved some achievements. Chengdu, as one of the central city in western China, is currently in the considerable leadership position in the national headquarters economy. There are many downtowns in Chengdu, such as Jinniu, Qingyang, Chenghua District, etc. the headquarters economy should seize this opportunity to develop overcome problems in the development process of headquarters economy, utilize the industry characteristics and resource conditions of each city to develop headquarters economy. Chenghua District of Chengdu city center is one of the famous traditional old industrial bases. After the2001"Dong Diao" strategy, the industrial structure of Chenghua has been rapidly upgrading, and in2009, with " Industrial and urban integration " concept, Chenghua District of Chengdu has made the integration of the industrial development and urban construction, and vigorously promoted the " headquarters base " to "Headquarters Economy City" to achieve a qualitative leap. Although the economy of Chenghua headquarters is currently has begun showing a gathering momentum, But there are still some problems,for example:a lack of full support for the implementation, the all level of region’s headquarters economic planning is not enough, leading industry and other issues are not prominent.This framework consists of the introduction, headquarters economy overview, domestic headquarters experience in economic development, Chenghua headquarters development status, problems and development countermeasure, including six parts. The main content of this article is under the theory of headquarters economy,making the guidance of Chengdu Chenghua as the research object. Through the analysis of typical cases, the famous headquarters economic zone---Shanghai Lujiazui Development and Chengdu Qingyang headquarters economic zone, we obtained headquarters economy development experience and lessons learned In practice. Then this paper makes the analysis of current developing situation of headquarters economy in Chenghua District of Chengdu, to explore its problems in the process of developing headquarters economy, with case studies and relevant experience making some suggestions and measures for the development of headquarters economy of Chenghua District of Chengdu, and also provides some reference for similar economic development of Midwest headquarters economy.
