The joint state-private ownership of the privately owned industrial and commercial enterprises that happened in the early days of the founding of the People's Republic of China is a kind of deep going socialist revolution, which released the socialist transformation in our country. The transformation is full of contradictories and conflicts, also meets many setbacks, and presents defects, but the direction of the transformation is collect. The transformation released in a peaceful way, which is a result of the theory of Marxism and Leninism combined with the specific condition of China, which also reflected the scientific theory-"Socialism eliminates the system of exploitation", which made by Lenin.The article reviews the history of the policy that the Party handled the national capitalist industrial and commercial enterprises and national capitalist system, which also including the process of the founding, developing, and the joint state-private ownership of YuDaHua Enterprise. The article also analyzes the state power presented in the joint state-private ownership and the influence on the country, workers and capitalists, which made by the joint state-private ownership. And then it discusses the problems of the extending of the country power in the enterprise.Through the research it finds that the state power expressed great affection in the process of the joint state-private ownership of the privately owned industrial and commercial enterprises, even decisive. The country reached it's aim through drawing up policy, monopolizing the market, limiting the exploitation, directing the public opinion, ideological education and the typical instance. After the joint state-private ownership, the country controlled the organization, human affairs and so on in order to bring the enterprises into line with the state plan. Although the policies of reformation of the capitalist industrial and commercial enterprises in the early days were not so clear and definite, and the joint state-private ownership sometimes was spontaneous, so the future of the developing direction was unanticipated, the transformation is the inexorable trend of the history. The aim of the transformation was not for productivity, but for political value, but it promoted the development ofthe economy objectively, which played an important role in the resume of the whole country economy and the victory of the war. During the period, the national capitalist system became divided, a part of advanced elements were aware of the direction of The Socialism, so they took part into the joint state-private ownership initiatively, and others were not initiative. A large part of capitalists accepted reformation initiatively, but they were forced by the situation.
