In the late 1940s, the Chinese Communist Party took the full power in Inner Mongolia, and established the revolutionary regime. Later on, the Party enforced the socialist transformation in the pastoral areas, taking two forms of "cooperative" and "state-private jointly owned pasture".This thesis mainly deals with one of the two forms—"state-private jointly owned pasture" and surveys Usun ehi pasture in Ulanmodu, Hinggan League. This thesis uses the oral history and archives of the parties to narrative the changes during the ten years, ranging from the building this pasture to incorporation into people's communes (1957-1966). Through this, the author also investigates and analyzes the changes in management rights on pasture Ownership. Like "Private-public-private cooperation-state-owned-again public-private cooperation-public (communes)".At first, the Inner Mongolia's "state-private jointly owned pasture" was used to reflect the policy of "Three disadvantages, Two advantages"(三不两利),however, because of the change of ownership between "State owned", and "public owned", the policy had brought nothing beneficial to the pasture, instead, it had brought many problems, as income inequality, dominate labor unreasonable. The policy also caused some negative effects to the humanities and natural environment; In particular, the policy had brought the negative impact on the social structure of the Mongolian people, traditional lifestyles, culture, and animal husbandry technology.In this thesis, the author uses the anthropological research methods, concepts of political anthropology and structuralize theory to analyze the some phenomena during the socialist transformation and review of history and its experience and lessons. At last, the author discusses the state power in social reform and the functions.The socialist transformation of pastoral areas in Inner Mongolia under the Communist Party is a major social movement about nature of political revolution and economic reform, which brings about a tremendous impact on the people's life. Analysis and examination of public-private pastures in Inner Mongolia are of significance to the process of modernization of Inner Mongolia.
