This paper, through the cases of Daxin pharmaceutical factory and Baisha water & electricity company of Jiangjin district in 1950s' Chongqing city, shows the dynamic process of high tech companies becoming state-owned ones. These two enterprises were small-scale,technologyintensive companies at first. However, the structures and human relations in them took a tremendous change after their ownership turned into a joint state-individual transition, with shaking development focus between politic and technology. This situation solved until the Great Leap Forward period in 1958.Scholars paid little attention on high tech enterprises when talking about joint state-private transitions.During the joint state-private transitional process of these companies, many institutional and administrative contradictions emerged around politic and technology. These contradictions could be concluded as the dynamic relationships among political reform, everyday production as well as party's leadership.Literature has already discussed the contradictions between political reform and everyday production, while this paper shows that the meanings of political reform and establishing the party's leadership are not the same, sometimes even conflicting.Establishing the party's leadership not only means constructing perfect political system in companies, but also indicating that the party should guarantee everyday production. The two cases above shows that only when the party owned the whole leadership of political reform and everyday production, the joint state-private transition finished. The final transition completed in the Great Leap Forward movement.
