| The great achievement has been obtained through the untiring efforts of more than 20years in the reform of state-owned enterprise (SOE). But in the last few years, variouskinds of question and contradiction stood up with reform further to work up. Theyhampered state-owned enterprise's progress and become the bottleneck of enterprise'sdevelopment. In order to solve these problems, the state-owned enterprise has begunproperty rights reform. Though some old problems have been solved by this way,some new problems appear such as loss of state-run assets etc. The result of reform isdifferent. Insisting the property rights reform has been doubted by some people.By researching the theory of property rights, I think the reform of SOE is the effectiveway to solve the problem of competitiveness and efficiency. But in the course ofreform, a lot of leaders think that the efficiency of enterprises can be improved solong as the defining of property rights is clearly. They ignore such a basic principlewhich resource distribution and optimality of subject and system of rationality play avery important role of raising the efficiency. They forget a fact that the developmentof company is not up to the property rights but the ability of creating the value of thecompany. The clear property rights could not make an outstanding step in theefficiency of company if it is not suit for what I mention above. So I propose two-dimensional principle. One is to improve the value of enterprise and another issteadily development.By analyzing the relationship of the shakeholder, I proposed a model of propertyrights reform of state-owned enterprise and a frame of analysis and put forward somequestions that should be paid attention to in the course of implementing. By analyzingthe survey of Zhao Wei electronic limited company, I prove the exactness andpracticability of above-mentioned theories. I use this model and frame to make someproblems clearly and give some suggestions of improving. |
