At present,China's rural reform is facing an important moment of promoti ng agricultural supply-side reform and carrying out urbanization construction,an d the rural property right reform has shifted from the system of individual con tracted management rights to the system of collective property rights.When Ch ina held the third plenary session of the 18 th central committee,it was mentio ned that farmers should enjoy a number of rights and establish a special tradin g market for the transfer of rural property rights.It can be seen that the rural property right transaction has become an effective means to build a new coun tryside and develop the rural economy,which will awaken the rural resources t hat have been sleeping for a long time and make the rural property right trans action embark on a prosperous road.In this paper,on the basis of the existing policies and related theory,start ing from the actual situation Haizhou,combed the Haizhou rural property right s trading market transaction object,trades,trading policies and regulations and other factors,through the reform of our country land circulation system,Haizh ou macroeconomic situation,the per capita income of farmers,Haizhou rural p roperty right transaction data statistical investigation and analysis,points out tha t the Haizhou rural property rights transaction,the problems and causes and le arn from the successful experience of other advanced areas,combining the reali ty of Haizhou strategies were proposed.At present,the development of the rural property rights trading market in Haizhou district is restricted by the internal operating mechanisms such as imp erfect relevant policies and regulations,low participation enthusiasm of farmers,lack of follow-up and extension supporting services,and imperfect risk preven tion mechanism.In the future should stick to the principle of measured safety,perfect the policies and regulations,the construction of innovation system,tim ely development trading platform,expanding the scope of the transaction,incre ase the propaganda and training,improve the enthusiasm of farmers in trading,extension services,strengthen the right to the contracted management of rural land mortgage loan risk control mechanism,in order to further promote the Ha izhou perfection and development of rural property rights trading market.
