With the development of knowledge economy, the talents capital is one of the cores among enterprises competition after the material capital and the currency capital. The way to activate the enterprises talents capital is to strengthen the human resource development and management. Thus, the synthetic evaluation of management performance on human resource is one of the important things in propelling the work of the development and management of human resource positively.As the method of Bayesian Network model building, it can be with graphics presentation, and of which the cause and effect relationship can be clearly shown, and the inferences of incomplete data and uncertainty can be done. Furthermore the data investigation about human resources management evaluation is imperfect and also has too many subjective factors, so in this dissertation, Bayesian Network is adopted in the evaluation of human resource management and constructing the evaluation model.This dissertation firstly describes the status of human resource performance evaluation in both domestic and abroad. Based on it, then followed by an analysis of the index system of human resource management evaluation according to the principle of combination of process and result. The index system contains: human resource programming, duty analysis, recruitment, training, performance examination, wage structure designing, information management, labor relation, enterprise satisfaction degree, employee satisfaction degree and so on. Secondly, this dissertation focused on introducing Bayesian Network theory into the field of the human resources management evaluation, and indicating the human resources management evaluation model based on Bayesian Network. Finally, with a great amount of experimentation, this model is applied in a certain company to predict its human resource management level. At the same time, through reverse reasoning, this paper aims to find the factors which have influences on human resource management evaluation and their influencing extent.
