With the further development of market economy, more and more places of formation of a regional industry gathering clusters, they often consists of dozens or even hundreds of scale ranging from enterprises, and around a number of large enterprises or industries, as its upstream and downstream or supporting industries. The progressive development of these enterprises in the process, will focus on the organizational structure of large enterprises to form a node type of network, each of which will become increasingly specialized, become parts suppliers or produce only semi-finished products.In the networked enterprise, with similar products business, the competition for core staff and skilled workers is becoming increasingly fierce. Due to lack of business in human resources management, skilled workers often result in frequent job-hopping, worker benefits or reduce the flow in the tissue within the entire organization of business any good. Meanwhile, as companies demand for workers is constantly changing, companies have to maintain an excess of workers to ensure that the peak in employment to have enough workers. This makes the companies have to spend more energy and financial resources to control the risk of loss of human resources, so that the companies lack flexibility, reduce the company’s market sensitivity.In this study, starting from the characteristics of the network organization, network organizations to identify corporate human resources features, combined with human resource factors business dynamic, network-based organizational structure to explore the human resource configuration mode.H company for the motor manufacturing enterprises, mainly for the construction machinery industry to provide necessary power supply of motor. He belongs to the network type organizational structure of enterprises, and located in the node enterprises in construction machinery industry by the formation of network organization,by combining empirical research firm H has designed a set of enterprise features of human resource allocation system, the establishment of corporate human resources system needs to address the human resource issues entrance, the establishment of corporate humanresources performance evaluation system, analysis of the enterprise human resources, the establishment of corporate human resources flow system to enable enterprises to rationalize the allocation of human resources, improve the efficiency of enterprises and the entire organization. Through practical applications, and effectively reduce human resource management costs and improve organizational flexibility, combined with market demand and better integration of resources.
