Study On The Model And Construction Of Eco-economical Regionalization

When the economic development connecting with the environment protecting closely, the conflicts among the economic development, resources exploitation and environment protection are becoming the restriction to the nations' economic sustainable development. The traditional regionalizing theories and methods of the natural and economical regionalization, which characterizes as signal and narrating, are difficult to have a guideline for the region harmony development. It is the high time that we should take the comprehensive regionalization that can satisfy the regional harmony development between the economic developing and ecological protecting.Huarong County, situated in the northeast of Dongting Lake, is the main part of the ecology protection region around Dongting Lake. Comprehensive eco-economic regionalizing of the Huarong County does a strong guidance to practice. The paper designed a model for the small-scale eco-economic regionalization such as the county on the basis of the former researches, which contains the foundation regionalization, industry regionalization adjustment and ecological regionalization. According with it, the Huarong County can be divided into six eco-economic regions.The core of the paper includes the following 5 parts:The first part of the paper is the exordium. The paper narrates the meanings of the theory and practice of the eco-economic regionalization from the part of region sustainable development, and research trend both at home and aboard.The second one is the theoretic frame of eco-economic regionalization. It contains the basic theory of the eco-economic regionalization, the eco-economic region naming, the regionalizing methods and research project, etc.The third one analyzes characteristics of Huarong County. It contains the analysis of the natural environment, social and economicalenvironment and ecological environment of Huarong County, which are the foundation for establishing the eco-economic regionalizing index system.The fourth one is the core of the paper. It establishes the eco-economic regionalizing index system on the basis of analyzing economical, social and environmental elements of Huarong County thoroughly. Huarong County is divided into six eco-economic regions by the model which contains the foundation regionalization, industry regionalization adjustment and ecological regionalization adjustment. And then, the author analyzes the difference among the six eco-economic regions from ecological, economical and social characteristics deeply.The fifth one is the final of the paper.The author put forwards some measures resulting from the fourth part analysis, which contain the development way and ecological environment protection strategies that are the theory base for the Huarong County's sustainable development and ecological environment protection.
