The national " Eleventh Five-Year Plan " clearly puts forward "according to environmental resources bearing capacity, the existing development density and development potential, overall consideration in our country population distribution, economic layout, land use and urbanization pattern, divide the space into optimized development zone, key development zone, limited development zone and banned development zone of four main body function region. According to the main body function orientation, adjust and improve the regional policy and performance evaluation, standard space development order, form a reasonable space development and structure". This is a significant strategic adjustment and change of China’s economic and social development, also is an important and urgent task of the "eleventh five-year plan" period and the future. Fengdu economic development is facing the contradiction between rapid economic growth and natural resources and environment of limited capacity. On the main function division of Fengdu county is a long-term strategic policy of national economy, and is also the current extremely urgent task.The article 19 of country " twelfth five-year plan" points out the implementation strategy of subject function areas, basically form legal laws、regulations、policy and planning system adapting to the requirements of the main body function region, and improve the performance appraisal method and benefit compensation mechanism, lead every region in strict accordance with the main body function orientation of development.In this paper, according to Fengdu regional development situation, with reference to the basic ideas of "eleventh five-year plan outline", establish the index system that consists of natural resources, social, economic and environmental system. And to Fengdu 30 towns as the basic unit division, divide main body function region by using statistical analysis. This topic is a great strategic that implement the scientific development concept in area development, and is a new way of thinking to improve regional harmonious development. First it reflects the people-oriented seeks the development concept, second it reflects the respect for nature law seeks the development concept, third is to reflect the breakthrough administrative region seeks the development, and the fourth is reflected the long-term strategic thinking, a change to the pursuit of short-term development of effective concept. Strengthening the construction of the main body function region, it is advantage to improve Fengdu resources environmental bearing capacity, narrow the gap between area development, promote the regional sustainable development.The results of the study show that:Fengdu optimized development area including Sanhe streets and Mingshan streets; The key development area are more concentrated, mainly distributed in riverside area, including Gaojia town, Xingyi town, Shuanglu town, Zhanpu town, Huwei town, Shizhi town, and Shetan town,Longhe town that are not along the river; Limit development zone area is bigger, mainly including Longkong town, Rensha town, Sanyuan town, Dongjia town, Shuren town; Banned development zone is mainly all kinds of national and regional protection region (including the nature reserve, scenic spot, the world natural and cultural heritage, national forest park and national geological parks, national key units of cultural relics protection and national defense land). Need to explain, the theme function of this paper, is only in comparison with township level and to be meaningful. It is belong to the definition of relative nature, not absolute category.Through the zones, delimit the optimization development area, the key development area, restricted area and prohibited development area "red lines", thus from regional levels implement the economic center, urban system, industry gathering area, infrastructure and ecological protection area etc assigned to specific function space, it has very important significance of innovation for regional planning. The research provides a basis for Fengdu county to formulate different regional policy, regional sustainable development, and provides effective development control Suggestions for the region.
