Problem of management of supervision of state-run assets, all hot questions that the whole society pay close attention to on the theory and practice. In order to speed up the development of national economy, improve state-run assets quality, vitalize state assets stock, our country has carried on the SOE reform, the ownership and power of management of the state-owned enterprise are separated. State-owned Assets Supervision and Administration Commission and authorize business company according to relations between ownership and management of enterprises, form invstor and trust money person-agent relation. The country assets industry chain take shape, to construct modern enterprise's state-run assets deal in responsibility, it is significant. It but because provide funds and information asymmetries of person who receives money, it is as state-run assets on behalf of person State-owned Assets Supervision and Administration Commission to managing layer have the scarce to restrain effectively, manage layer in favourable function of psychology since, it violates company's whole interests to abuse, have caused the unnecessary loss of state-run assets. So how the effective state-run assets to the state-owned enterprise especially large-and-middle-scale key enterprise run effective supervision, become the officer circle and common concerned hot problem of educational circles. Through the long-time exploration pilot project, our country put out the system of board of supervisors of state-owned enterprise, direct against the leading enterprise with particular emphasis of large-and-middle-scale country, the supervisory system of the solely state-owned company as one kind, being accepted by different fields progressively.
