Study Of Construction Management Problems Of Xi'an Rural-urban Continuum

With the Urbanization process of our country, the rural-urban continuum area , is derived on the basis of rural-city region system. There are many management issues of land use and contradictions,including series of management problems of land use and planning for development.This paper examines the problems of land use and integrative urban rural planning management in the urban-rural areas.At first this Paper illustrates the connotation and formation of rural-urban continuum , then function and dynamic characteristics of this area and causes of management problems are demonstrated. Secondly theoretical research is carried on the relevent management problems,land-use mechanism and planning management is analyzed ,then land market and collective farmland asset disposal are set forth ,and its corresponding intensive land use solution is proposed. In analysis of planning management of urban-rural construction , it is emphasized the importance of scientifically systematic decision-making and planning as a whole in urban rural region.it was suggested that intensifying land reservation , regulating transfer of the collective land use , and administrative system completion of urban construction , are significant tache in construction management of the xi'an urban-rural continuum.
