Ningxia Liupan Mountainous Area is always known as "The poverty-stricken area in the world",but at the same time,there is abundant tourist resource in Liupan Mountainous Area. Government confers the title"National-Class Preservation Zone"to the Liupan Mountains .It is also a National Forest Park serves as the important water source forest-preservation base for its humid climate,enough rainfall and well vegetation .This mountain area is regarded as the"green jewel"on the Huangtu Plateau. Liupan Mountains is the east sect of ancient Silk-Road'north way too.There is many giant have predestined relationship with it,1936,foremost Chinese Communist leader Mao zedong wrote famous poes"Qing PingYueLiupan Mountains"during the Long March,the thing made Liupan Mountains is well known by people of the world. In 8,2000, national tourist bureau build up the first Anti-poverty tourism experimental region in Ningxia Liupan Mountainous Area.The research system "macroscopic-microcosmic-macroscopic" was used in the paper. First, analysis on the reason of poverty abundant tourist resource the actuality and existent matter of tourism in Liupan Mountains;Second, take Huanghua village'Yangcao hamlet as a real example,through interview and investigate method analyse the benefit of economy environment and society culture by developing tourism.then actual problem and corresponding countermeasure were put forword At last summarize countermeasure suggestion of Anti-Poverty Tourism in Ningxia Liupan Mountainous Area.:The core issues of Anti-Poverty Tourism must be definited;and then perfect mechanism of Anti-Poverty Tourism must be build up, the benefit relation of all levels government tourist empolder and poverty population must been dealt with;and other countermeasures.
