Therefore in formulating anti-poverty strategies also exist the general rules and anti-poverty strategy. Disscuing from the history of human society we know that economic base plays a decisive role.Only we realize the development of economic can build the superstructure. The author believes that the lack of self-development capacity is the primary cause of mountain areas poverty. The author focuses on the development of economic infrastructure as the breakthrough point in the planning of Huangtian village, choosing a relatively competitive industries as the support of economic construction, and driving the development of fusion between industries by circular agriculture with biogas project as core,which can guaranteed the circulation and sustainable development of regional economy. As long as we promote further development of public infrastructure we can finally achieve self-development in mountains poverty area with the development of people as the starting point.
