A Study On Poverty And Countermeasure Of Anti-poverty In Hunan Rural Regions

In the economic development of present world, poverty remains a grave problem which disturbs social development. China, a developing country, is confronted with poverty inevitably in the course of its economic development, especially rural poverty. Anti-poverty is a significant strategic decision for China to enhance her economic development and the new socialist rural area construction. In the paper the basic principles of Economics, public management science and science of statistics will be employed comprehensively, when the poverty of rural regions and anti-poverty strategy for rural in Hunan being studied on. The main content falls into four parts:The introduction makes a clear definition to the basic connotation as well as the importance of anti-poverty in spite of existiong various opinions, and suggests classifications of the types of poverty and index system for measurements of poverty standard and poverty degree. Meanwhile, from the perspective of economics and sociology, it mainly illustrates several representative poverty theories. Preparing the way for the theoretical research and empirical analysis of the following parts.It describes the existing situation of rural poverty in Hunan from historical and regional view, and introduces the history of rural poverty in Hunan, the distribution of poverty population, primary characteristic of rural poverty. Then, it analysis the the basic causes of poverty in rural Hunan, by introducing the view of micro and macro explanation of development Economics.It improves the existing calculation method of poverty line, and re-calculated poverty standard according with the present situation in Hunan by using of Hunan's statistical data, and it estimates the rate of poverty occuring, the poverty depth and the poverty intensity of various crowd in poverty areas based on the new poverty standard, and proposes the synthesis appraisal index system.Through a review of the achievements of the development-oriented poverty reduction, the paper summes up the difficulties facing anti-poverty in rural, and suggests a series of anti-poverty countermeasure choices with measures suited to rural conditions between different theoretical perspectives in Hunan.
