Study Of Construction Cost Controlling Methods Under The Pricing Mode Based On Bills Of Quantities

With the issuing and carrying out of , a new construction pricing mode comes into being. The new pricing mode suggests new idea and method for controlling construction cost to owners. From this point, according to the characters of B.Q, it is necessary to build and form new construction cost controlling idea. This paper will do some research in the theoretical system from whole process angle in order to provide reference of controlling construction cost for proprietors.Firstly, this paper studies the theory of pricing mode of B.Q and cost controlling which found the theoretical basis of construction cost controlling. Then according to the basic principle of whole process cost consultation service, this paper provides a new ideas and methods for owners to do the cost controlling work well from prime phase before biding to the project being finished. In prime phase before biding, this paper mainly discourses from the point of optimizing design and predicting the investment. This paper predicts the price of material by method of exponential smoothing after improvement in order to form intended comprehensive unit price. In the phase of biding, this paper analyses from aspects of reviewing B.Q, choosing responsible judging tender method, contract form and restrictive details. It also applies Fuzzy clustering analysis to measure the rationality of the unit price system. At the same time, it applies process controlling theory to engineering execution phase to control the items of B.Q, and discourses visa and claiming for compensation management. Finally, because the whole process cost consultation service system has some problems such as disperse management;this paper arranges the idea that project management company control the cost integral.On the base of research product of seniors, this paper makes some innovation on the methods and system. It provides new ideas and methods which are corresponding to themode based on B.Q. and it also provides some opinions and advice to cultivating and developing project Management Company.
