Study On Natural Protection Policy Evaluation

As the initial try of policy evaluation in the field of natural protection, this paper, using existing policy evaluation criterion as well as considering the unique features of natural protection policy, starts with the theories and methods of economics, probes into the theories and methods of evaluation of natural protection policy, and finally puts forward a sets of innovative ways for improving natural protection policy effect.Firstly, this paper reviews and appraises the research situation of policy evaluation in natural protection, defines several important notions and illuminates the emphases of evaluating natural protection policy.Secondly, this paper examines China's natural protection policy system completely and systematically to establish the foundation of the quantitative evaluation of natural protection policy.Thirdly, under the precondition of relative theory and method of natural protection policy evaluation, this paper figures that natural protection evaluation should based on the combination of Economics, Policy, Sociology and Sustainable Development theory, and sets up the Logic Model of Comprehensive Evaluation of natural protection policy by combining logic model with multi-index evaluation method, and illuminates the evaluating criterion and the index-system in that model.At last, this paper takes Baishuijiang State-level Nature Reserve as a case study, and puts forward a set of innovative ways for improving the effect of natural protection policy according to the existing problems.
