A Study On The Government Function In The Technological Innovation System Of The City

The city technology innovation system is an organic system which includes enterprise, university, scientific research institution, intermediary organization and government. Because of the exterior natural or the public goods nature, technical innovation can cause the market to malfunction. The government needs to participate in the technical innovation, but is also possible to intervene excessively or insufficiently. Therefore, how makes up the market malfunction, prevent the government malfunction, is the focal point.The article analyzed the government function with management and economic science. The author contrasted the developed country government with our country government and found out the different pattern between the market economy and the reforming economy. The article believed that our country current technology innovation was the pattern which one kind of market mechanism primarily at the same time government positively participation, the government still display the main body function. Under this special condition, because the market mechanism is not perfect, the planned economy influence, government's function problems still exists, the author thought the government needs to limit own function correctly, carry on the accurate role localization, take the corresponding countermeasure.The article includes six parts: First part introduced the basic concept of city technology innovation system and government function.
