A Study On Building Technical Innovation System In Shihezi City Of Xinjiang Province

In an era of knowledge economy, technological innovation is now becoming power engines of economics all over the world. Building national innovation system is also becoming an important task of our country to meet domestic development requirements and prepare for international competitions. Under such circumstances, the author of this paper makes a study on building regional innovation system in Shihezi city of Xinjiang province from its concrete situation.In this paper, the author reviews theories of technological innovation, national innovation system, and regional innovation system from their origins, evolution processes, and practices. Actual status of innovation system in Shihezi is studied from five aspects, namely policy environment, mechanism construction, innovation work in high schools and scientific institutions, intermediary organs establishment, and innovation achievements, on purpose of figuring out the existing problems and the advantages as well. On basis of above analysis, a pointed clew is formed and an innovation system construction scheme. Four big systems' construction plans of technical innovation are formed, which take the government as the focus macroscopic regulative system, take the enterprise as the focus technical innovation system, take the universities and the scientific research units as the focus technical system and the intermediary service system and so on. In the end, the author put forwards an efficient operational mechanism which includes government promotion, profit inspiring, scientific resources integration, capital input, marker operation and labor accumulation, so as to provide a theoretical basis and practical reference in building the innovation system in Shihezi City.
