A Study On The Technological Enterprise Reform Of Lanzhou Institute Of Chemical Physics Of CAS

The State Department released the 《transmitting the inform about actualization opinion deepening scientific research institution innovation》 . The document requires technique scientific research institutions change to corporation, and the institutions which can not gained economy responding because of their important foundation of research can adjust their structure in order to form effective institutions managed by original departments. So, there are two actual methods for the scientific research institution innovation: total institution innovation and part institution innovation. Many researches about total institution innovation are reported. But the studies about the corporation run by part institution innovation are very little. Especially, most of the graduate-school-run technological enterprise has management difficulties such as lacking of fund, the unclear-cut division of property right, the interference of executive department, the signalization of ownership and so on (although they have good ability on technological innovation) , and the reports of relative research are very few.In our country, there are more than 5000 graduate schools, and most of them have graduate-school-run enterprise. For instance, more than 400 corporations run by the Chinese Academy of Sciences, and an amount invested almost reaches 8000 a hundred million RMB. The corporations play the important role of base for scientific research for graduate-school. Especially, the enterprise makes academy's invention into profit in recent years. But there are many problems exist in the process of operating the enterprise under the present situation. In this study, we choose three enterprises managed by the Lanzhou Institute of Chemical Physics as demonstration, and discuss their main problems, the target and project of the company .We hope that the study can give help to the enterprise managed by the Lanzhou Institute of Chemical Physics reform.
