Urbanization has significant importance in development of Hexi region in Gansu province. How to promote the urbanization has a great affect on the social benefit and economic efficiency of urbanization, and it also affects the long term development of Hexi Region even of Gansu province.The article starts with the researches of China's urbanization, considered the actuality of town and countryside development in Hexi Region, holds the spirit of scientific cost and pay equal attention to the benefit and efficiency, analyzed how to promote the urbanization, and then raised that Hexi Region should choose the Small Town Stratagem mode. On top of that, it brings forward the material content of the Small Town Stratagem of Hexi Region, included the targets and phases of the Stratagem which are based on economic data of near years, and also the emphases like bring up industry supports, optimize inner environment, promote private economy and enhance the linkage of towns. At last, it expounded the measurements to help to reach the aim of the Small Town Stratagem, such as scientifically exploit land resource, improve fundamental establishment, optimize the supply of public services, promote the industry zone, explore the labor resources, improve financial environment and protect the environment.
