Research On The Problem And Countermeasures Relate To Construction Of Characteristic Small Town In Lanzhou City

Urbanization is the only way for China to achieve modernization.It is an important way to solve the problem of agricultural and rural farmers.It is a strong support for promoting coordinated regional development.The new type of urbanization requires the coordinated development of large and medium cities and small towns.The effective measures of the platform,to accelerate the pace of urbanization,especially the construction of characteristic small towns,is an effective way to crack the dual structure of urban and rural areas,and it is an important starting point to further promote new urbanization.Since 2016,Lanzhou City has actively responded to the call of country on the construction of characteristic small town,and has carried out the construction of characteristic small towns such as ecotourism,history and culture,industrial services,and trade and logistics.There are many problems,and there is still a certain gap between the requirements for integration with the three lives of "production,life,and ecology" and the integration of the four forms of "business,morphology,culture,and ecology."Therefore,this article combines the construction of characteristic small town in Lanzhou City,taking the construction of Qingcheng town of Yuzhong County as an example.this paper uses the methods of literature analysis,case analysis method,questionnaire survey and interview to study the construction of characteristic small towns.Through the distribution of questionnaires and interviews,the construction contents of characteristic small town of Qingcheng town were presented.The analysisframework was established based on the cooperative governance theory and public value theory.The analysis of the four aspects of the interaction mechanism found that there are lack of coordination and coordination among government departments,inadequate coordination between government departments,inadequate system and policy guarantees,shortage of construction funds,weak development of special industries,low employment of villagers,and high pressure on grassroots governments were found in the construction of characteristic small town of Qingcheng town.The main causes of the problem are insufficient public value of the construction target,low degree of participation of the construction subject,lack of an equal dialogue mechanism between the subjects,imperfect communication and negotiation mechanisms among the subjects,and limited information sharing among the subjects.Finally,using public value theory and cooperative governance theory,the author puts forward countermeasures to optimize the construction of characteristic small towns in Lanzhou city.It is suggested to strengthen and optimize from the following four aspects: strengthening the organizational structure of the construction of characteristic small towns,strengthening the construction of grassroots democratic system and increasing public participation,establishing and perfecting the rule system of the construction of characteristic small towns and perfecting the interaction mechanism of diverse subjects,with a view to providing useful help to the construction and promotion of characteristic small towns in Lanzhou city.
