The Study On The Index System Of The Tourist Area Regulatory

Recently, with the development of social economy, the conflicts between tourism development and the construction and protection of tourist area become severe increasingly. In practice, many regions start to use the methods of urban regulatory planning for reference to do tourist area regulatory planning, expecting to provide effective solution to the problems with planning. However, the method and index system of urban regulatory planning are constituted for the urban, they can hardly manifests the characteristics of protective development in tourist area.On the basis of recent academic research and practical experience, probing into the necessity of tourist area regulatory planning and the relation between tourist area regulatory planning and urban regulatory planning, using theories of tourism economy, humanities and environment for reference, the paper brought forward index system with five themes including thirty items, and study the control methods of main indexes further, in order to instruct the practice of tourist regulatory planning. The main conclusions are as follows:The 1st, tourist area regulatory planning is the effective solution to the problems of tourist area development in recent days, the need of perfecting the system structure of tourist area planning, the new request asked by the market-oriented trend of tourist area development, and the appeal of tourist area planning.The 2nd, according to the master planning, tourist area regulatory planning regulates particularly the control indexes of land for construction and other requests of planning management and directs all activities of development in tourist area. The control indexes and method of urban regulatory planning can be modeled, because they has the some same features with on aspects of the background, planning levels and etc.The 3rd, the index system is the core of tourist area regulatory planning. Under the direction of system theory, it forms the system of tourist area regulatory planning with resources, activities, environment and facilities. Combining with index statistical analysis in the practice of tourist area regulatory planning, it brought forward a index system thatconsists of five main themes including scene protection, land use, environmental quality, construction of building and supporting facilities. The indexes are divided into basic control elements and optional control elements after being screened and adjusted through Delphi technique.The 4th, the paper puts forward the control method of main indexes on basis of construction of index system further. There are four levels of protective region in scene protection control and relevant control measures are taken;the sorts of land are: land for ecology protection, land for scenery enjoyment and land for tourist facilities etc;taking the elements such as landform and vegetation into consideration, the boundary is measured off by functional zone;tourism capability is calculated through the bearing capability of resource space and eco-environment;the control of landscape style aims to control the district of landscape, the vegetation fraction and sorts etc;architectural control includes strict control of height and design guide of architectural style;the supporting facilities is mainly about quantitative scheme of facilities of tourism, accommodation, shopping and entertainment.
